Rural Health Transformation Program

Federal rural health funding may open doors for home care and hospice innovation in Massachusetts.

While much of the coverage surrounding the One Big Beautiful Bill Act (OBBA) raises concerns (and rightfully so) about the devastating impact that Medicaid cuts could have on state Medicaid programs and care-at-home, there is one provision in the law drawing attention and excitement across the country. The Rural Health Transformation Program (RHT) allocates $50 billion to states over five years.

Despite widespread misconception that this program is aimed at rural hospitals, the provisions of the law are broad and afford our state and industry the chance at securing federal funds for home care and hospice. Last week, a Request for Information (RFI) from the MA Executive Office of Health and Human Services closed and HCA submitted several proposals that would funnel funds to home health and hospice providers.

HCA's proposals were:

Workforce Development - Clinician Upskilling 
Technology Investments
Investments in MassHealth's Value-Based Purchasing Initiative

The deadline for State's to submit grant proposals to the federal government is rapidly approaching in early November. HCA hopes that MassHealth is considering these proposals and we will continue to inform members on this opportunity. We appreciate the several members who helped us craft this RFI.
