On Monday, one of the Home Care Alliance's priority legislation, S. 870 An Act Clarifying Rate Setting Processes for Home Health and Home Care Services was reported favorably by the Committee on Health Care Financing and referred to the Senate Ways and Means Committee. HCA testified in July in support of this legislation, which would provide clearer directives to the Executive Office of Health and Human Services (EOHHS) in how it redetermines reimbursement rates for home care and home health services provided through EOHHS programs. While the legislation does not prescribe specific reimbursement rates, it would mandate EOHHS rate setting teams to review a wider range of data around the total costs of delivering services. The legislation also requires EOHHS to submit a report to the legislature outlining its analysis and explaining its justification for its determinations. The counterpart House legislation was given a reporting extension until March 2026. HCA and the Enough Pay to Stay Coalition are submitting a letter to Senate Ways & Means urging swift action in reporting this legislation favorably. |
