Proposed regulatory and payment changes carry real implications for home health providers—and require informed, coordinated response.
MassHealth has proposed a set of regulatory and reimbursement changes that signal a continued shift in how care at home will be delivered—and paid for—across the Commonwealth. While base rates are proposed to remain flat, new structures such as value-based payment models, updated clinical definitions, and expanded care team roles introduce operational and financial implications that providers cannot afford to overlook.
For agencies already managing workforce strain, rising costs, and increasing patient acuity, these changes are not theoretical. They will influence staffing models, care planning, documentation, and reimbursement strategy in the months ahead.
The Home Care Alliance is convening a member briefing on March 30 to provide clear, direct guidance on what is changing, what remains uncertain, and how the Alliance is preparing for the April 3 public hearing.
