Home Care Licensure Bill Advances in the Massachusetts Senate

Legislation moves to Senate Ways and Means, positioning licensure for early 2026 action

Last week, the Home Care Alliance’s licensure bill advanced in the Senate, as the Health Care Financing Committee voted the legislation out favorably and sent it to Senate Ways and Means. This is an important milestone, as Senate Ways and Means is typically the final stop before a bill is brought to the Senate floor for a formal vote.

At this point, two home care licensure bills are before Senate Ways and Means: the original Senate-filed bill and the version passed by the House. The committee will determine whether the Senate advances its own version of the bill, potentially with revisions, or takes up the House-passed language.

With the Legislature now in recess for the holidays, any further Senate action on licensure is expected in early 2026. HCA has been in ongoing discussions with Senate leadership and key champions to ensure home care licensure remains a priority at the start of the new legislative session. We will continue to keep members informed as the process moves forward.
