Growing Support for the Home Health Stabilization Act

The Home Health Stabilization Act of 2025 (H.R. 5142), introduced by Rep. Kevin Hern (R-OK) and Rep. Terri Sewell (D-AL), continues to gain support from organizations across the health care continuum. The bipartisan bill would pause the Medicare home health payment cuts scheduled for 2026 and 2027, giving agencies needed stability while Congress and CMS work to address methodology issues that have contributed to ongoing rate reductions.

Home health is one of Medicare’s most cost-effective care settings, helping prevent avoidable hospitalizations and supporting recovery at home. Provider groups warn that continued cuts are already limiting access, especially in rural and underserved communities, and are creating challenges for hospitals seeking to discharge patients safely.

This week,  the American Hospital Association publicly backed the legislation, joining the National Alliance for Care at Home in urging Congress to act. These organizations emphasize that stabilizing home health payments is essential not only for agencies, but also for hospitals, skilled nursing facilities, and care teams coordinating transitions across the continuum.
