CHIA Unveils 2025 State of the Workforce Survey

New 2025 data shows persistent vacancy and turnover pressures — particularly in non-certified agencies — while nurse recruitment remains a top concern statewide.

The Centers for Health and Information Analysis (CHIA) released its 2025 Massachusetts Health Care and Human Services Workforce Survey (MHCW). The Home Care Alliance partners with CHIA on this biennial survey along with 12 other provider sectors, to gauge the state of the workforce across the health care continuum.

Some top home care highlights from the report:
  • Direct care worker vacancy rates are 7% at certified home health agencies, and 19% at non-certified agencies
  • Direct care worker turnover rates are 15% at certified agencies and 40% at non-certified agencies
  • Certified home health agencies report that registered nurses are the most difficult roles to recruit and retain.
  • 'Shortage of eligible applicants' leads the way in many specialties as the top recruitment challenges. 
  • 'Non-competitive salary' ranks high as a top challenge for recruiting nurses, LPNs and direct care workers

CHIA also released a first-ever Integrated Nursing Dashboard which provides insights into the current state of the nursing workforce in Massachusetts. The survey shows that 5,004 registered nurses are primarily practicing in home health, and 1,152 Licensed Practical Nurses. This dashboard can be found here.

Participants in the survey will receive a benchmark report to see how their agency's data compares to others.
CHIA is launching a 'Worker Voice' component to this survey, and the Alliance will be emailing members in the coming days urging participation.
