The Home Care Alliance submitted testimony this week on three proposed regulations impacting Continuous Skilled Nursing reimbursement, oversight, and provider operations.

The comments focused on reimbursement concerns, workforce realities, and operational implications for providers delivering high-acuity care in the home.

The Alliance urged the State to reconsider its decision to leave CSN reimbursement rates unchanged amid ongoing workforce and operational pressures.

This week, the Home Care Alliance provided both verbal and written testimony in response to three proposed regulations related to the Continuous Skilled Nursing (CSN) program.

Similar to the Alliance’s recent testimony regarding proposed MassHealth Home Health regulations, the comments raised significant concerns about the State’s decision to maintain flat reimbursement rates despite increasing workforce shortages, operational costs, and clinical complexity across the care-at-home sector.

In addition to reimbursement concerns, the Alliance also submitted comments regarding proposed oversight expectations for Independent Nurses and the operational implications for agencies, clinicians, and patient access.

Continuous Skilled Nursing services remain a critical component of the Commonwealth’s care-at-home infrastructure, supporting medically fragile patients with complex and long-term clinical needs outside of institutional settings.
