Workforce instability is also rising, with immigration-related uncertainty contributing to absenteeism and turnover in an already fragile labor market.

At the same time, flat MassHealth rates—set against rising costs—are creating real financial pressure, reinforcing concerns about long-term sustainability and access. Licensure remains a key focus, but progress is unfolding within a broader environment of state and federal budget constraints.
