House Advances Home Care & Home Health Rate Setting Bill
H.767 Moves Favorably Out of Health Care Financing Committee to House Ways and Means
Momentum is building on Beacon Hill around legislation that could reshape how Massachusetts sets reimbursement rates for home health and home care services. On Thursday, the House Health Care Financing Committee voted favorably on H.767, a bill aimed at clarifying and strengthening the state’s rate-setting process, sending it next to the powerful House Ways and Means Committee.
The legislation seeks to make the rate-setting system more transparent and to ensure that state-established rates reflect the real operating costs facing providers across the Commonwealth. Supporters argue the current process has long lagged behind actual expenses, straining agencies and limiting access to care.
The bill’s progress mirrors the recent trajectory of the broader home care licensure legislation that moved through the House earlier this session.
